Providers and multiple research white papers. Our research complements
our consulting activities by providing an ongoing database for analysis.
A&A’s consulting services include: 3PL outsourcing analysis and selection,
supply chain network analysis, mergers and acquisitions advisory services,
supply chain operations analysis and benchmarking, information technology
analysis and benchmarking, 3PL strategic planning, and targeted market
research.
We wrote and
published our first Who's Who guide in 1995 as part of our refocus on
logistics outsourcing activities. Since 1995, A&A has been
heavily involved in assisting companies in finding third party
logistics services providers. These activities begin with an
analysis of current supply chain functions. If outsourcing is
determined to be the best path to follow, we can assist clients through
to implementation. Many outsourcing projects involve replacing private fleets, finding
global supply chain managers,
choosing lead logistics services providers and analyzing
distribution networks to find the right value added warehousing 3PL.
Prior to Armstrong & Associates
emphasis on supply chain management, it specialized in Department of
Transportation safety activities for motor carriers. This included performing
safety audits, consulting with motor carriers about improvements and developing
safety programs. During this period from 1993-1996, A&A developed several
training products. They included a hazardous materials training kit for USDOT
HM126-F compliance training, a safety audit kit and a legal compliance kit for
authorized motor carriers. A&A also derived a significant part of its revenue
from presenting at DOT safety and quality improvement seminars.
From 1987-1993, A&A consulted on
management and governmental/regulatory matters for motor carriers. A&A continues
to perform these activities. Dick is authorized to practice before the Surface
Transportation Board (formerly ICC) and the Federal Maritime Commission.
During the same period, A&A also
developed and marketed a series of PC software programs for motor carriers.
These included equipment maintenance, fuel tax reporting, dispatch, billing and
A/R. These programs sold very well providing good supplemental revenue to the
firm.
Prior to 1987, A&A consulted on
private fleet management, freight bill payment and motor carrier management. A&A
conducted its first fleet outsourcing engagement for Borg-Warner in 1986.
Dick completed his undergraduate
college education at Northern Illinois University, graduating in 1970 with a BA.
From 1970-1972, he did graduate work at the University of California, Los
Angeles. In the period from 1972 through 1974, Dick performed graduate studies
in transportation and taught at the University of Colorado. In addition, he
taught transportation courses at the University of Missouri-Kansas City and
Madison Area Technical College. Over the past several years, Dick has developed
and presented at seminars held by logistics and supply chain organizations,
motor carrier associations and Fortune 500 companies.

During the period from 1976 to
1980, Dick was a member of several rate bureau General Rate
Committees and the National Classification Committee.
In 1979 and 1980, he
participated in the Carrier Defense Committee which nationally
represented the trucking industry before the FHWA (I.C.C.) in Ex
Parte MC-128, "Revenue Need Standards in Motor Carrier
General Increase Proceedings ."
Dick represented the Wisconsin
general freight carriers before the Wisconsin Transportation
Commission in their requests for general increases in 1980 and
1981. He has also been a witness, participant or representative
in operating authority cases, rate cases and cost proceedings
before the FHWA (I.C.C.) and state commissions and courts in
California, Illinois, Oklahoma, Texas and Wisconsin.
In 1984-85, Dick worked as a cost
expert for United Parcel Service in its cases before the Oklahoma
and Texas Commissions. The latter case was the end of UPS' 20
year effort to institute operations in Texas.
